Ran out of gas, car wont start

I ran out of gas in my civic the other day, now my car wont start. I keep hearing different things about why it isnt starting, so I dont know what to try and fix. I hear it can be that the fuel pump went out, or that the fuel filter is clogged, and something about a fuel relay. I dont really know much about fuel systems so if anyone can offer some advice please let me know, thanks.  (engine is a  jdm b16a)

.it'll be a good idea to change the fuel filter now, when the tank gets that empty it pumps everything through even the dirty ol crap in there, after that i assume sit there with the key on for a few waiting to build up fuel pressure again.

.when you turn the key to the ON possition, do you hear the fuel pump kick on?

.you uh, you did refuel right?

.chances are its the fuel pump... thats why ya dont run outta gas  

.you try putting in more fuel, yes i'm being sarcastic.
