Reliability of these snails

Looking at starting to boost the whip and shopping ebay for a turbo.  Does anyone know anything about the Garrett M10 or M27?  Are they versions of the t25?  Also, I'm leary about the emissions thing, anyone know what the laws are in VA or where I could go when inspection time comes around?  I normally take the car to the dealer down the street and some of the guys have boosted rides, however I don't have the hookup for them to pass me if there is a problem.  Any help with these would be great.
